Actually, the subject: is the site design in PSD, you need to create a template Joomla! v1.5. Great knowledge in CSS is not.

At the expense of video tutorials will not say exactly, but I think you can use those to request the "html lessons" on Youtube.
Personally, I literature are not really used, but I think that is at least average to learn php, css and html. PHP I learned from the official website php.net, html, and css learned almost by themselves (viewing other people's code, the specifications from the site www.w3.org/).

You need some knowledge of html and css, literature on the Internet in bulk + enter in the bookmark htmlbook. And then see the book Creating web sites using Joomla! 1.5, a section on templates. Knowledge of php is also required, but for the layout of the template — IMHO at a minimum :-)
