Disable the service "chameleon".
One thing bothers me. Fucking MegaFon considers it his duty to wish me a good journey and welcome back home when crossing the borders of regions. I cross it at least twice a day, sometimes 4-6 a day (I live on the border areas just) sucks, especially driving. Calls to customer service without success, they swear they'd "SMS-informing" service, along with greetings was the abyss of promotional SMSes, but not disappeared neither one nor the other, for a month, blah.
