Decided to reinstall mysql.
Did the following steps
sudo service mysql stop apt-get purge mysql-server apt-get purge mysql-client apt-get purge mysql-common apt-get autoremove apt-get autoclean rm-rf /etc/mysql find / -iname ‘mysql*’ -exec rm-rf {} \\;

After these steps, appeared this error
series@series-desktop ~/desktop $ sudo dpkg --configure -a Configured package mysql-server-5.7 (5.7.23-0ubuntu0.16.04.1) ... Renaming removed key_buffer and myisam-recover options (if present)

After all.
Rebooted, but nothing helps.

Just forgot to make a backup, so you do not want to reset.

Thanks in advance.

apt-get update prior to this not needed?

This happened to me and it was an apparmor problem.  Disable apparmor for mysqld with the command:

apparmor_parser -R /etc/apparmor.d/usr.sbin.mysqld
