This pdf file made by latex+dvips+ps2pdf, the source code is lost or hidden by the creators :)
If the adobe pdf reader to highlight text and copy somewhere, copied kryakozyabry, such as "Ñòîõàñòè÷åñêèé".

You have the text encoded in CP1252 (the word "Stochastic"). You need to pull all the text from the pdf, change the encoding and re-save in pdf. Formatting will probably be lost, I'm not special. Maybe somehow you can convert the encoding in any pdf editor.

If the phrase to translate can be in the decoder, and to the whole book — as also tried it, nothing happened.

Found the solution for my cases:

gs-sDEVICE=pdfwrite -dNOPAUSE -dBATCH -dSAFER -sOutputFile=output.pdf input.pdf

After this output.pdf incredible way there is a true encoding.
In Windows executable file should be called gsw32c, gswin32c, and also gs.
