I gave the child the tablet. Good they're cheap. For ease of use the tablet need to be tied to any google-account. Options:
  1. Use your account — not good for obvious reasons.
  2. To have an honest account for a child — Google doesn't allow it for minors (and I can understand them — to buy apps through the market legal age only)
  3. To have extra left account — seems to be also a violation, because Google requires a fair personification.

What do you do / what would you recommend?

Faced with a similar problem (Google has removed the 10-year-old son's account's status as a minor).
In the end I went for option "item 3"

We did just chose number three.
Along the way, it allows you to monitor what there child set.

As I understand it, a tablet without a Google account can work

To do item 3. In the settings Play Store on the device (Play Market — Menu — content Filtering) to set the desired settings. Install PIN (ibid.) that the child was not able to change the filter.

I wonder what the Google thinks about it? Their policy is hardly "Tablets do not use to 18"

Don't see the problem to create the account for the child with the wrong date of birth and time just to fix others
