How to make USB modem ZTE MF 190 worked with 3G (works only EDGE)?

My sister bought a new modem under Beeline. Soon he she didn't need and she gave it to me. I wanted to use it with my SIM card Tele2 and so I unlocked it with the help of this article. All turned out well and the modem earned at once. The only problem — the modem only sees the network EDGE and does not see 3G/HSPA, and accordingly speeds up to 200 kbps. Is there any way to fix it? Did anyone with this problem?

PS I Watched a feature on the modem and it stated that it works on both the frequencies of 900 MHz and 2100 MHz.

UPD1: I Forgot to mention previously bothered to check coverage in the house with your smartphone. Everything works — speedtest showed 6Мбит/sec.

UPD2: Tried to enter commands to force the use of 3G, but then the modem does not have signal.

UPD3: Tried to use another operator SIM card and 3G working... at very decent speeds! That is, the modem does not communicate well with the Tele2 SIM card. A brief passage on Google suggests that Tele2 uses the 900 MHz frequency for 3G (talking about Kazakhstan), but these problems should not be (see PS) the Problem is not the operator, as the smartphone everything works like clockwork. Is it possible to take anything (commands, firmware) to fix this?

UPD4 (last): Found characteristic of the modem, which says that the modem is operating in UMTS mode only at frequencies 2100 MHz, but not 900. This explains all the topic is likely to be close.
Here it says that Tele2 will develop 3G on 2100 MHz, so maybe in the future I will use 3G with this modem and SIM cards Tele2 :).

Connect to the modem by the terminal (windows hyperterminal, or putty, in linux minicom), then give the command
\rAT^SYSCFG=2,2,3 FFFFFFF,0,1 AT^HSDPA=1
These teams will include preference to 3g HDSPA

Found the characteristics of the modem, which says that the modem is operating in HSDPA mode only at frequencies 2100 MHz, but not 900. This explains all the topic is likely to close.
