How to remove shift?

The task seems simple, but for some reason I could not get it to do what I need.
I have a div with a graphic and a div with a menu.
I need to place a div menu on top of the diva with the schedule shifting from the top (on the timeline below it). Well, that menu was above the graph.

Div with the schedule is filled in by the script i.e. to write inside of it useless.
DIVS with the schedule can be several on the page height is unknown, their width is always 100% and they are located one above the other.

<!-- Меню для графика 1 --><!-- График 1 -->What do not write here - everything will be erased.<!-- Меню для графика 2 --><!-- График 2 -->What do not write here - everything will be erased.

#GRAPH1_container { display:inline-block; width: 100%; height: 200px; /* Unknown, but let the script asked such a height, for example.*/ border: 1px solid black; } .GRAPH_favorites { z-index:3; position: relative !important; display:inline-block; width:80vw; top:70px; height:2rem; border: 1px solid navy; background: yellow; }

The problem is that I have a shift at the top. Graphics why is it like shift (distance of shift menu and its height).
How to remove this shift?

I think it makes sense to wrap the graph with menu block:
