I wonder who it monitors projects on freelancing? Was previously lancemonitor.com but the site is now outside and it is unknown whether work and unique, I have not found.

This is fundamentally the wrong way, often leading to a ban. On the top stock exchanges have HR-s, who themselves offer interesting projects with good rates, and many of these projects never get into the listings. Therefore, efforts would be better spent pumping profile through the PFP (freelancer.com) or Top Rated (upwork.com).
Then to get the new project is enough to set the check box "available for orders" in your profile settings - various options begin to fall in chat with a frequency of every 15-30 minutes. From the list, usually quite easy to choose a good project.
