Are there any OpenSource system for video conferencing/webinars over the local network?

That can be raised on their own servers. Opportunities need minimum — to create a group/conference, add people through the headset is an exchange of information between all members of the group, one of the participants — leading controls the display of your desktop for all.

While met only the paid system, based on SaaP. Ie without the ability to raise only the monthly fee on the number of rooms and people.

Need for non-commercial use.

ps: will review toll options that don't require a monthly fee and an Internet connection (raised locally in the network).

And another question: if we develop such a system itself "on the knee" which way to go? Adobe Flex + Adobe Flash Player?

Maybe others would be interested - across the network for such a product: Communication Services. Overall the product is paid, but there is a demo on 12 users without time limit.
