I have acer be open, if you hold down the home button for three seconds. Only there is not a widget but a window application. It was by default installed (and maybe this tool very Android -XS).

Previously I used advanced task killer, IMHO, very convenient to hang in the tray.

It's simple. This task is part of the TouchWiz proprietary shell from Samsung. I have the same on Android 2.2 with TouchWiz on the Samsung Galaxy 3.
